Our State and Local Government team provides a wide variety of legal services to governmental and other public entities and agencies throughout Southeastern Virginia. The attorneys often serve as general counsel to our government clients, where they are largely responsible for the general oversight of our clients’ day-to-day legal matters as well as handling significant business transactions and litigation.

Our attorneys are actively involved in client business initiatives and strategic planning efforts, and regularly advise clients on the legal aspects and implications of contemplated actions, including those related to the Virginia Freedom of Information Act (FOIA), the Virginia Public Procurement Act (VPPA), the Virginia State and Local Government Conflict of Interests Act, the Public-Private Transportation Act (PPTA) of 1995, and the Public-Private Education Facilities and Infrastructure Act of 2002 (PPEA) as well as others.

The State and Local Government team regularly provides legal guidance relative to:

  • Organizational structuring
  • Statutory governance
  • Strategic contracting and procurement (RFP processes)
  • Regulatory compliance and investigations
  • Environmental permitting and compliance
  • Land-use issues
  • Risk reduction
  • Human Resources

In addition to supporting the clients’ “day-to-day” legal needs, our attorneys handle their most significant transactions, including:

  • Strategic affiliations
  • Land acquisitions and sales
  • Significant leases, vendor arrangements, licenses and other commercial contracts
  • Joint ventures
  • Complex financings

These transactions often involve a convergence of corporate, tax, environmental, labor and employment benefit issues. Our attorneys are equipped to respond rapidly and can assemble the appropriate team to handle these critical transactions.

Finally, when our governmental clients are faced with the challenge of litigation, whether to enforce or defend their rights, our litigators are able to prosecute and defend a full range of matters – commercial, tort, maritime, employment and otherwise – in federal and Virginia state courts and before arbitration panels and administrative agencies. Our litigation team has represented and advised our governmental clients on a wide range of topics including disputes and potential disputes relating to employment issues, construction matters, pension plans, contracts, citizen referendums, riparian rights, dedication and acceptance of public streets, regulation of traffic, tax assessment challenges, utility easements and franchises, and zoning.
